A project initiated by the OCSI control center on behalf of the federal and state governments in July 2001 aimed to create an electronic process network among German registration offices. In an open process that included all interested parties, the critical messages of the resident registration system were standardized. XMeld relies entirely on XML and uses a transport protocol specifically developed for public administration called Online Services Computer Interface (OSCI) to ensure data protection.
