Der Begriff Breitband hat keine eindeutige internationale Definition. Die Breitbandstrategie der Bundesregierung legt jedoch eine flächendeckende Grundversorgung mit einer Mindestbandbreite von 1 Mbit/s fest. Bis 2018 sollen flächendeckend Geschwindigkeiten von mindestens 50 Mbit/s verfügbar sein. Auf EU-Ebene strebt die Digitale Agenda für Europa das Ziel an, bis 2020 eine flächendeckende Breitbandversorgung von mindestens 30 Mbit/s und für mindestens 50% der europäischen Haushalte von 100 Mbit/s zu erreichen.
