Ein Projekt, das im Juli 2001 von der OCSI-Leitstelle im Auftrag der Bundes- und Landesregierungen initiiert wurde, hatte zum Ziel, ein elektronisches Prozessnetzwerk zwischen deutschen Meldeämtern zu schaffen. In einem offenen Prozess, an dem alle interessierten Parteien beteiligt waren, wurden die wesentlichen Nachrichten des Einwohnermeldewesens standardisiert. XMeld basiert vollständig auf XML und verwendet ein speziell für die öffentliche Verwaltung entwickeltes Transportprotokoll namens Online Services Computer Interface (OSCI), um den Datenschutz zu gewährleisten.
