Das XML-basierte E-Government definiert Fachstandards für den elektronischen Datenaustausch in der öffentlichen Verwaltung. Diese Standards, bekannt als XÖV-Standards, ermöglichen eine nahtlose Durchführung elektronischer Geschäftsprozesse. Ein XÖV-Framework wurde entwickelt, um die Grundlage für die Entwicklung dieser Standards zu schaffen. Es enthält zentrale Regeln, die dazu dienen, die Ziele der "Interoperabilitätsverbesserung", "Kostensenkung für XÖV-Standardisierung und Projektrisiken" zu erreichen. Das XÖV-Framework dient auch als Basis für die Koordination der XÖV-Aktivitäten. Die im Framework beschriebenen Leitlinien und Projektabläufe sollen in der fachlichen Standardisierungsarbeit der öffentlichen Verwaltung, insbesondere bei der Entwicklung länderübergreifender Standards, angewendet werden. Dadurch soll die Umsetzung der Standardisierungsvorhaben verbessert und wesentlich vorangetrieben werden.
