Die Organisation, die für die Zertifizierung von Komponenten und Einrichtungen zuständig ist, die dem Internationalen Datenraum beitreten wollen, ist nicht nur befugt, die Zertifizierung zu genehmigen oder abzulehnen, sondern trägt auch die Verantwortung für die Verwaltung des Zertifizierungssystems, das eine Liste von Kriterien enthält, sowie für die Überwachung und Anerkennung von Evaluierungseinrichtungen. Darüber hinaus muss diese Organisation gewährleisten, dass die von diesen Einrichtungen durchgeführten Bewertungsverfahren kompatibel sind.
